Summary
This final rule apportions baseline allowances to produce or import ozone depleting substances to companies which produced/imported certain ozone depleting substances in the baseline years, allocates decreasing amounts of those allowances to companies according to the phase-out schedule, describes special circumstances which permit transfer of allowances, production in excess of the amounts authorized, and transfers of allowable production.
