R22 phase out: new trade barriers with the European Union?

Summary
At present ASERCOM views a trend within the EU which may lead to a split of the EU market. Two different refrigerant technologies and replacement schedules (2000 and 2015) can be considered as an impending trade barrier. Some of the EU member states will phase out R22 far earlier than Montreal Protocol, and follow-up conferences have scheduled and promoted flammable refrigerants as alternatives. Other EU members will meet the EU schedules (2015) and do not allow the use of flammable refrigerants for most of the applications. The paper describes the above-mentioned issues in detail and indicates some of the consequences.
