Summary

The Ozone Layer Protection Amendment Bill (n. 2) in New Zealand has the main purpose of preventing imports of halons after the end of 1993. However the amendment will allow the import of used or recycled refrigerants without a permit, but such trade is restricted to countries which are party to the Montreal Protocol. The same restriction is applied to the import of products containing CFC refrigerants. Many countries in the Pacific basin have large present usage of CFC refrigerants, particularly R11 for large water chillers. Retrofits are inevitable as CFC purchase will be impossible. The author insists that R123 is not endorsed by the New Zealand government as a R11 substitute - nor is any other refrigerant. Engineers must take their own decisions on suitable fluids. D.W.H.
