Safety requirements according to the emission protection law for ammonia refrigerating plants.

Summary

Till May 31, 1993, according to the federal law of protection against emissions, ammonia plants were considered as plants which can be operated without a permission. It was refered to the paragraphs 22 to 25 of this law. According to the author, in the practice the effects of these regulations were negligeable. At this period especially regulations concerning safety of the working place were taken into account, in particular the law on pressure containers and their technical control devices. But if the prevention of accidents is considered, there is one major flaw: the regulatory field is normal operation. The main points are reviewed.
