This study was carried out for the Commission of the European Communities. The report is divided into 6 parts. The first one deals with general considerations such as definitions, energy consumption measurement procedures, appliance categories, and experience with efficiency standards in other countries. The second presents the market for refrigeration appliances in the European Community. The third one defines short-term energy efficiency standards and the fourth one the long-term energy efficiency standards. The fifth analyses the impact of energy efficiency standards and the sixth one presents an administrative procedure and conclusions.
