OVER THE PAST DECADE THE SEER RATING INCREASED FROM 7 TO 9 ON AN ABSOLUTE SCALE, BUT BY 1990 IT WILL BE MANDATED THAT RESIDENTIAL SIZE AIR CONDITIONERS AND HEAT PUMPS MUST PRODUCE SEER RATINGS OF 10 AND EVEN HIGHER.
