Summary

The aim of this guide is to help the governments of developing countries to design and implement a system for licensing imports and exports. It is specially aimed at government staff in charge of devising and implementing strategies to phase out ozone-depleting substances and for those in charge of controlling imports and exports in general. The aim is to provide practical help and a guide to the development and implementation of import and export controls for ozone-depleting substances. The essential issue remains the control of imports.
