Summary

This guidebook addresses the information need: how to design and implement regulations to control and eliminate the use of ozone-depleting substances (ODS). It gives recommendations based on ODS monitoring and control systems in ODSONET/SEAP countries (a network which brings together government officers in charge of their countries' ODS strategies in the Southeast Asia/Pacific region: Australia, Brunei Darussalam, Fiji, Indonesia, Lao People' Democratic Republic, Malaysia, Myanmar, New Zealand, Philippines, Singapore, Sweden, Thailand, Viet Nam). The study focuses on the legal and administrative systems to monitor ODS import and their relationship with controls on ODS consumption.
