Summary

In the Netherlands, several measures were implemented to reduce emissions of non-CO2 greenhouse gases (NCGG) in the period 1990-2003. Without the implementation of these measure, emissions of NCGG during 2003 would have been 11 Mton of CO2-eq. higher. Moreover, the cumulative gross reductions for the period 1990-2003 were approximately 63 Mton CO2-eq. Roughly 20% of the reductions achieved can be attributed to the Reduction Plan on NCGG (ROB). The net governmental cost-effectiveness of policies in the field of NCGG is favourable: almost the half of the emission reductions can be achieved for less than 5 euro per ton CO2-eq. This report from Ecofys analyses the costs, effects and effectiveness of these measures and provides an overview of the factors that influenced the implementation. It also provides an overview of lessons learnt that may help to speed up the implementation of reduction measures in the Netherlands and abroad.
