Summary

To recycle refrigerants, they must be routinely recovered and taken to the place of production. The German task force on "CFC recycling and disposal" has proposed having customers pay a deposit when they buy refrigerants. Regulations would no doubt be necessary, however, for such a system to work. Indeed, the German association of refrigeration-system manufacturers has rejected the system, arguing that it would not bring the desired recycling result, yet, it has not proposed an alternate concept. One question being debated is whether the environmental authorities should require every manufacturer and seller of products containing refrigerants to take them back for recycling. L.P.
