PRESENTED ARE MEASUREMENTS CHARACTERIZING THE EBULLITION ONSET OF SUPERFLUID HELIUM. ACCORDING TO THESE MEASUREMENTS MADE IS THE CONCLUSION ABOUT THE FORMATION OF HELIUM LAYER, STRONGLY NON-EQUILIBRIUM BY NORMAL COMPONENT, BORDERING ON THE HEATER AT GREAT HEAT PULSE TRANSFER.
