Summary
The paper presents the position of Greenpeace on the regulations concerning the use of ozone-depleting substances. It criticizes a draft proposal developed by the European Community, finding it inadequate in its measures limiting the use of HCFCs and methyl bromide. According to Greenpeace, the impact of HCFCs on ozone depletion is largely underestimated by the public since confusion exists between long-term and short-term effects. A yet deeper concern is raised by the methyl bromide issue, as this substance is regarded as the most dangerous threat to the ozone layer in the near future. E.F.
