THE DIFFICULTIES OF REACHING A BALANCE ARE REPORTED AS WELL AS A FLEXIBLE FORMULA OF AGREEMENTS WITH FREEZING PLANT DRAWN UP BY THE COMITE, A FORMULA WHICH SHOULD DEVELOP WITH CHANGES IN ECONOMIC CONDITIONS.
