Summary
In France, the recovery of CFCs and HCFCs based on voluntary participation has failed: 230 tons recovered in 1992 out of 6,000 potential tons; this failure led the Ministry of the Environment to prohibit degassing to the atmosphere, with the decree of December 7, 1992, completed by the convention of February 15, 1993 giving financial incentives for recovery. The author, who works in an industrial firm specializing in recovery, describes the current recovery situation from an administrative point of view (regulatory texts in appendices), from a technical and economic point of view, and also from a psychological point of view, i.e. the difficulty to quickly change habits.
