Summary
Refrigeration and air-conditioning applications should represent, in the year 2000, 73% of the entire consumption of CFCs and HCFCs in developed countries. The IIR promotes awareness of the repercussions of some of the planned measures on the different parties involved in these applications. This is vitally important because non-European countries, subjected only to Montreal Protocol schedules which are less restrictive, are in fact in a more favourable situation that can cause trade imbalance in terms of competitivity. This short note expresses comments on the envisaged regulations following joint analysis performed by IIR experts from various countries and in widely differing fields taking into account several objectives: development of refrigeration uses, environmentally friendly aspects, economic and social needs, user safety concerns and energy efficiency.
