THE REVISED MONTREAL PROTOCOL, A HALF-TERM REPORT.

Author(s) : HODDER M.

Type of article: Article, Review

Summary

THE ARTICLE CONSIDERS THE PROGRESS OF THE MONTREAL PROTOCOL LIMITATIONS ON CFC USE AND PRODUCTION, AND DISCUSSES CURRENT REVISIONS AND FUTURE TRENDS. AUSTRALIA HAS ALREADY EXCEEDED REQUIREMENTS BY ADOPTING 1997 AS A CFC PHASE-OUT DATE. OTHER REQUIREMENTS, SUCH AS RECOVERY AND RECYCLING, CERTIFICATION OF SERVICE PERSONNEL, GOOD PRACTICE AND AEROSOL BANS ARE WELL ADVANCED IN AUSTRALIA, THOUGH, WHEREAS TASMANIA HAD BANNED HCFC-22 FOR FOAM BLOWING IN 1990, A US COMPANY HAS BEEN REWARDED FOR CHANGING ITS BLOWING PROCESS FROM CFCS TO HCFC-22. THE AUTHOR POINTS OUT ALSO THE IMPORTANCE OF CONSIDERING ENERGY REQUIREMENTS OF SUBSTITUTE REFRIGERANTS, AS GLOBAL WARMING MAY BE INCREASED BY CO2 FROM ENERGY PRODUCTION MORE THAN BY ANY SAVING FACTOR OF THE REFRIGERANT CHANGE.
