Summary

The recent international position statements with regards to limiting greenhouse gases to which Belgium subscribed imposes on the political world the development of constraining or inciting measures in the field of rational energy use. Indeed, Belgium committed to reducing greenhouse gases by 7.5% over the 1990-2010 period. The industrial and tertiary sectors are obviously the first concerned. They are large-scale consumers of electric power and thermal energy. In the majority of cases, electric power is bought from the producer and thermal energy is generated by boilers using natural gas or fuel. For the tertiary sector only, the rate of annual increase in CO2 emissions is about 18%, which shows the urgency of concrete actions if Belgium wishes to respect its commitment. Cogeneration is one of the ways for answering these constraints.
