Summary
The author argues that current regulations and the existing cost structures for refrigerants which destroy the ozone layer and/or contribute to the global warming, are entirely insufficient in limiting CFC emission. He describes the practices which waste CFCs, including "inevitable" leaks from used systems, venting of CFCs through incomplete removal, losses during transfer, and emissions during gas purging. There is still much to be done for the effective prevention of CFC emissions. L.P.
