This publication provides National Ozone Units and decision makers in developing countries with guidance on different policy options to control, monitor and reduce HCFC consumption in order to comply with these obligations. A description of each option is given as well as the advantages, disadvantages, impacts, benefits and cost and the efforts entailing the selection of such an option. The document is designed to support the development and implementation of national HCFC phase-out management plans under the Protocol's Multilateral Fund with the assistance of the European Commission, DG Climate Action.
