Summary
It is claimed that R12 is being imported into the USA from Europe, Asia and Russia without the high environmental excise tax being paid. The tax laws are vague on "used" refrigerant and much of the imported material is claimed to be this. The suspicion is that virgin R12 is being dirtied deliberately with added oil or moisture to evade tax, especially as some emanates from Russia where almost no recycling equipment is thought to exist. Some R12 may even be imported as propane. D.W.H.
