Summary

The program in Costa Rica is taken as an example, other similar programs are going on in Indonesia and Ghana. The effectiveness of traditional CFC-reclaim programs for developing countries is questioned. There is a lack of relevant technical and economic calculations and an over-optimistic view on the amounts of CFCs, possibly to be recovered and recycled. An alternative, cost effective approach in Costa Rica and other countries is presented, based on improvement of the service practice by entrepreneurs and a partly subsidised provision of hardware and software to recover, recycle and convert to natural refrigerants whenever possible, supported by institutional arrangements like training, regulations and certification.
