THE AUTHOR ARGUES FOR A STIFF TAX ON REFRIGERANT TO ENCOURAGE BOTH RECOVERY-RECYCLING AND SMALLER REFRIGERANT CHARGES, AND TO FINANCE THE FORMER. CERTAIN TYPES OF EQUIPMENT OUGHT NO LONGER TO BE MANUFACTURED. HE GIVES SOME WAYS TO REDUCE CHARGE: 1) SHORTEN CONNECTIONS BETWEEN EVAPORATOR AND COMPRESSOR AND BETWEEN COMPRESSOR AND AIR-COOLED CONDENSER ; 2) BUILD AND TEST SMALL INSTALLATIONS ONESELF, AS A WAY TO GREATER FLEXIBILITY AND RELIABILITY ; AND 3) IN PLACE OF A THERMOSTATIC EXPANSION VALVE, USE A RESTRICTOR PIPE OR A HIGH-PRESSURE FLOAT VALVE, AND THUS ELIMINATE THE NEED FOR RECEIVERS AND MAKE POSSIBLE SMALLER FILLING LEVELS.
