THE AUTHOR PRESENTS THE DRAFT OF AN EEC DIRECTIVE ON PACKAGING, WHICH TRIES TO RECONCILE THE REQUIREMENTS OF ENVIRONMENT PROTECTION AND THE NECESSITY OF THE FREE CIRCULATION OF GOODS. THE OBJECTIVES OF THE PROPOSAL ARE TO FIX A MAXIMUM QUANTITY OF WASTE PACKAGING PER INHABITANT, TO CONTROL THE PACKAGING COMPOSITION, TO ENCOURAGE ITS RE-USE AND TO LIMIT THE AMOUNT DUMPED. FRANCE IS STILL CONTESTING THE MEANS OF DEFINING THE QUANTITATIVE LIMIT OF WASTE AND THE CHOICE OF RECYCLABLE MATERIAL AS THE ONLY TYPE RECOGNIZED FOR RE-USE.TABLES GIVE THE MEASURESTAKEN, OR UNDER PREPARATION, IN GERMANY, DENMARK, ITALY AND THE NETHERLANDS.
