Summary
In the Japanese situation, in which domestic air conditioners are mostly direct-expansion HCFC-22 ductless split air conditioners, the most practical way to quickly develop energy efficient equipment and convert from ozone depleting substances, is to support conversion from HCFCs to HFCs, using the existing infrastructure for development, manufacturing and logistics.
