Summary

The overall objective of the Community's Energy Policy is to help ensure security of energy supplies for European citizens and businesses at competitive prices and in an environmental compatible way. As part of the demonstration component of the Joule-Thermie programme of the DG XVII, the handbook, prepared by ELYO (France), gives an up-to-date overview of district cooling, in order to help the reader analyse all its different aspects. This is done through a survey of existing systems and of studies, projects, experiments and tests. Structure of the report: chilled water production (compression and absorption chillers and their comparison; heat pumps); thermal energy storage; chilled water distribution; consumer connections and installations; computer models; district cooling survey (Europe, USA, Japan, Canada, Korea, Malaysia, Philippines, Saudi Arabia); case studies (Chicago, Paris, Stockholm, Tokyo).
