Summary

The USDA has prepared "The Pathogen Reduction Act of 1994", draft legislation that would amend the meat and poultry inspection acts to authorize USDA to establish regulations to control pathogens on meat and poultry. The legislation would enhance USDA's enforcement powers by adding recall authority, authority to withdraw inspection if an establishment repeatedly fails to comply with the regulations and civil penalty authority. In addition, the legislation would authorize USDA to mandate animal trace-back requirements. A companion section would amend the animal quarantine laws to address pathogens on livestock/poultry, and authorize USDA to inspect raising and growing operations and feedlots for human health purposes.
