DEVELOPMENT OF INTERNATIONAL CONTROL MEASURES ON THE PRODUCTION AND USE OF FULLY HALOGENATED CHLOROFLUOROCARBONS.

Author(s) : MILLS J. F. D.

Type of article: Periodical article

Summary

THE AUTHOR OUTLINES THE PRESENT POSITION REGARDING THE CFC'S (R11, R12, R113, R114 AND R115) AND MEASURES AGREED FOR THEIR CONTROL. THEIR PRECISE EFFECT ON THE OZONE LAYER IS STILL NOT FULLY UNDERSTOOD, BUT IT APPEARS THAT BY BREAKDOWN UNDER SOLAR RADIATION THEY CAN LEAD TO A SEVERE DEPLETION OF OZONE. EARLIER ACTION BY SOME GOVERNMENTS HAS EITHER BANNED OR LIMITED THE USE OF R11 AND R12. THIS HAS BEEN FOLLOWED BY THE < VIENNA CONVENTION FOR THE PROTECTION OF THE OZONE LAYER >, INITIATED THROUGH THE UNITED NATIONS ENVIRONMENT PROGRAMME, WHICH BY SEPTEMBER '87 HAD BEEN SIGNED BY 28 COUNTRIES. THE MONTREAL PROTOCOL HAS NOW BEEN ADDED WHICH LAYS DOWN SPECIFIC REQUIREMENTS FOR A FREEZE IN CONSUMPTION AND MANUFACTURE IN 1989 AND REDUCTIONS FROM 1993 ONWARDS. D.W.H.
