Summary

THE EPA PROPOSED RULE ON CFCS CLOSELY FOLLOWS THE MONTREAL PROTOCOL. A SIGNIFICANT ISSUE IS WHAT CAN BE DONE TO CONTROL THE ULTIMATE RELEASE OF CFCS FROM MACHINERY ANDAPPLIANCES THAT WILL BE DISCARDED AT THE END OF THEIR SERVICE LIFE. THE PAPER FOCUSES ON THE COLLECTION AND INNOVATIVE DESTRUCTION OPTION AND POSSIBLE PROCESSES THAT MIGHT BE USED TO ACCOMPLISH THE CONVERSION OF CFCS TO SUBSTANCES WHICH ARE AT LEAST BENIGN OR, IDEALLY, ECONOMICALLY VALUABLE. PROCESSES TO BE DISCUSSED COVER REFRIGERANTS, AS WELL AS CFCS CONTAINED IN FOAM INSULO THESE WILL INCLUDE SOLAR THERMAL OR OTHER ENERGY-CONSERVING TECHNOLOGIES.
